The following is one of the agreements that the Government entered into with the Saints at the formation of the Mormon Battalion:

   On July 1, Captain Allen had been assured by Brigham Young that the Battalion would be raised. On the following day ten Indian chiefs, then near Council Bluffs, were brought before Captain Allen and induced to put their marks as signatures to a treaty guaranteeing to the Mormons the right to stop upon the Indian lands, to cultivate the soil, and to pass to and fro through it without molestation.
