During the first two years the pioneers spent in the valley, many health problems were caused by difficult living conditions as they did their best to survive in wagon boxes, tents, and adobe rooms that were often overcrowded and inadequate. According to the U.S. Census quoted by Benjamin G. Ferris, Secretary of the Territory, the death rate those first years was one death in every forty-eight person, the highest of all the states and territories.
To rectify this problem, the Council of Health was formed early in 1849. The LDS History Journal, February 21, 1849, stated, “Willard Richard had a medical conference in his wagon in the afternoon; similar meetings had been held during the past three or four weeks.” A Council of Health was formed, and in addition to Dr. Richards, the members were Heber C. Kimball and Priddy Meeks. This committee, plus Dr. William A. Morse, Dr. Samuel L. Sprague, and Professor Carrington, met often to reduce causes and increase the curing of disease.
