In 1882 Abraham Hoagland Cannon was set apart to the First Quorum of Seventy. It is stated that the Quorum of the Twelve at the time didn’t feel like the Quorum of the Seventy were as active in their duty as they should be. What did the Quorum of the Twelve propose to do to fix the issue?
a.                  Pay the members of the Quorum of the Seventy
b.                  Send them on missions
c.                   Release them from all other callings and responsibilities
d.                  Re-baptize and re-ordain them
