to the hierarchical organization of the Presiding Bishopric, however,
additional evolution was necessary. At first Newel K. Whiney serve with
counselors. Then, on September 6, 1850, Brigham Young and Heber C. Kimball were
sustained as his counselors, a curious situation since by then Brigham Young
was the President of the Church and Heber C. Kimball was his first counselor.
This situation ended with Whitney’s death two weeks later.
